The Stockport SEND transformation journey

Stockport had an Ofsted and Care Quality commission (CQC) inspection in September 2018. The report highlighted a number of strengths including that Stockport families benefit from passionate, knowledgeable and dedicated frontline workers and young children with SEND have their needs well met.

However, inspectors found 5 areas that required significant improvement including:

  • joint planning and commissioning
  • social care involvement in Education, Health and Care Plans (EHCPs)
  • co-production with children, young people and families
  • understanding by local area leaders of what is important to children and their families
  • measuring outcomes for young people

In September 2022, a revisit inspection took place, which signed off 4 of the 5 areas for improvement. Following the revisit inspection, an Accelerated Progress Plan was implemented to continue improvements across delivery.

In October 2024, Stockport was released from monitoring of our Accelerated Progress Plan as it was officially recognised by the Department for Education (DfE) and NHS England (NHSE) that we had effectively addressed the one remaining area of weakness identified in the Ofsted-CQC SEND revisit.

To further progress our SEND transformation, a bid was also placed with the Department for Education to take part in the Delivering Better Value for SEND programme.
