Active Travel Fund Tranche 4: Romiley works

Works have started on our project to encourage active travel in the Romiley area.

Funding has been confirmed for the delivery of our Active Travel Fund Tranche 4 (ATF4) Romiley project.

Overview of works

We are working with Transport for Greater Manchester (TfGM) to deliver a network of fully inclusive routes to make walking, wheeling and cycling safer, more attractive and universally accessible for all. This project will include the delivery of the following measures which you may recall were consulted and approved under our Romiley District Centre, Romiley Crossings and Romiley to Stockport packages.

The measures are primarily to connect local residential, employment, education, retail and leisure destinations across Romiley. They also support existing routes to schools with new crossings and wider accessibility improvements. These include:

  • a new crossing on Stockport Road near Green Lane
  • pedestrian improvements at the crossing near the station, detailed below
  • upgraded crossing on Compstall Road at Romiley Precinct
  • a new crossing on Compstall Road near Birch Avenue / park access
  • a new crossing on Hatherlow near Hurstheads Lane, detailed below
  • a walking and cycling route along quieter, residential roads between Romiley Precinct and Bredbury Green, including junction and footway improvements, and supported by the above crossings
  • new 20mph speed limits and the closures to motor vehicles of Green Lane (at the canal bridge) and Hurstheads Lane

All works are expected to be completed by the end of the summer of 2025. In recognition of various local constraints, the works are being planned and phased to manage all forms of disruption as much as possible.

Our wider programme is being carefully developed in discussion with our design team and contractor, George Cox & Sons, with consideration of third-party requirements such as utilities companies. We are starting work over the summer holidays at locations where the detailed design has been able to be completed ahead of the other elements.

Some of our designs have developed from those consulted to align with the ATF4 funding criteria. The delivery of some other elements that were consulted at the time are subject to future funding. Specifically, onward connections between Romiley centre and Cherry Tree, and Bredbury Green to Stockport do not have funding to be delivered at this time, but funding will be sought in future grant applications and they would be subject to further development and consultation as required.

Works at Hatherlow and Green Lane

Our first phases of works have included construction of a new toucan crossing on Hatherlow. This is a traffic light-based controlled crossing shared by pedestrians and cyclists.

The scheme has also included the closure of Hurstheads Lane at Hatherlow and Green Lane at the canal bridge. This has created segregated pedestrian and cyclist facilities in support of a wider route between Romiley Precinct and Bredbury Green.

These works started during the summer holidays 2024, and are now mostly complete. We're working with TfGM, who manage traffic signals across the region, to have the crossing operational as soon as possible.

Walking and cycling route works, November 2024 to spring 2025

The project includes an improved walking and cycling route along quieter, residential roads between Romiley Precinct and Bredbury Green. This is shown on the project overview plan (as above), with more detailed drawings in the July 2024 report to Werneth Area Committee. This includes footway improvements and the protection of junctions from inappropriate parking. Cycling will be in the carriageway. Junctions are being tightened to shorten crossing distances and slow the speed of vehicles. The route also includes new 20mph speed limits and is supported by new/upgraded crossings over main roads.

The works have been planned and will be carried out in localised phases to manage disruption as much as possible, the contractors working on our behalf will seek to minimise noise and disruption at all times.

From the week starting 11 November 2024, we'll be working along the route within the Bredbury Green estate. This includes Clapgate, Powicke Drive, Agecroft Road, Overdale Road and connecting roads. Our works will continue towards Romiley Precinct in the new year. More information will be provided in advance.

There will generally be works to 2 to 3 nearby junctions at once for efficiency and to minimise the overall duration of works in the area. Each junction will generally take about 1 to 2 weeks to complete. All works will break and be left safe over Christmas and New Year. There will be times that certain activities are carried out across more junctions at once, such as final footway surfacing.

The works will generally take place between 7:30am and 4:30pm, Monday to Friday, with evening and weekend working only if required. Works near the primary schools will only be between 9:30am and 2:30pm to avoid the main drop-off and pick-up periods.

Temporary carriageway narrowing and traffic control will be required at times to enable the works to be carried out safely and efficiently. Short periods of closures may be required on side roads which will be managed by the team on site, and we thank you for your co-operation with this. Some localised footway closures and pedestrian diversions will also be required. Access will be maintained to all properties. We'll discuss with any residents where works are needing to take place across a driveway, to minimise the disruption of this.

Temporary site compounds will be required at various locations to safely store equipment and materials close to the works, as well as mobile staff welfare facilities. These will be located sensitively with respect to local residents and removed as soon as possible.

Please be aware it may be necessary for the works to be re-sequenced at short notice.

As above, onward connections to Cherry Tree and Stockport, that were consulted and approved under our 'Romiley to Stockport' package, do not have funding to be delivered at this time. Funding will be sought in future grant applications and they would be subject to further development and consultation as required.
