To deliver the Economic Inactivity Trailblazer funding, Stockport Council has partnered with Greater Manchester Combined Authority (GMCA), and local Delivery Partners, including Sector 3 and Stockport Homes. These Partners are responsible for collecting the information listed above and sharing it with Stockport Council. The council shares the data with GMCA.

Stockport is part of the Greater Manchester Economic Inactivity Trailblazer, which has been funded by the UK Government to support testing and piloting new approaches to engaging and supporting residents who are not currently employed. Working with partners in the voluntary sector and Stockport Homes is included as a key element in this approach for community-based work and skills support, as well as providing a single point of contact and triage service for work and skills support via our Work and Skills Navigators. This approach underpins Stockport’s approach to fully integrating work and skills support within Live Well.

Further to the purpose of the funding, Stockport Council and GMCA will use the data to monitor the performance and assess the outcomes of the projects funded. This will include for the purposes of evaluation and supporting the programme for Greater Manchester.

What type(s) of information do we use?

During initial engagement and throughout the programme, Stockport Council needs to collect the following information regarding individuals accessing the programme:

  • name (including forename and surname)
  • address (including postcode)
  • telephone number
  • email address
  • date of birth
  • gender
  • ethnicity
  • National Insurance Number
  • employment status/labour market status (including previous work experience)
  • education background (including basic skills level, highest education attainment, and last engagement in education)
  • household situation
  • disability status and health conditions
  • barriers to work, education and training
  • recipient of benefits
  • ESOL needs
  • information on programme (qualification, hours of learning undertaking, start and end date of programme)

In some instances, there may be a requirement to present evidence to confirm identity and check eligibility to receive the funding. Details from the documentation (unique document reference numbers) are recorded, but full copies are not collected.

What is the legal basis for using your information?

For processing personal data our lawful basis is:
Article 6 1(e) processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller

For processing special category data our lawful basis is:
Article 9 2(g) processing is necessary for the reasons of substantial public interest
The information we collect is used by Stockport Council and GMCA so that we as partners can evidence compliance with funding requirements. The information is also used to ensure that Stockport Council and GMCA can evaluate the impact of the programme, to ensure the funding is being used in the best interests of the residents and business within Stockport and Greater Manchester.

Where do we get your information?

From our local delivery partners, including Stockport Homes and Sector 3.

These partners are responsible for collecting the information listed above and sharing it with Stockport Council.

The data is gathered only from you personally as an individual via completion of a participant information form.

Who do we share your information with?

We use your data to administer the programme, which includes sharing specified data with Department for Work and Pensions (who are responsible for the Inactivity Trailblazer funding) via GMCA. Collection and sharing of specific data with the Department for Work and Pensions is necessary to enable them to monitor the effectiveness of the programme and for the funding payments from the UK government.

Where we need to share your personal data with others including third parties, we ensure this data sharing complies with data protection legislation.

Further to the purpose of the funding, Stockport Council will use the data to monitor the performance and assess the outcomes of the projects funded.

How long will we keep your information?

6 years
