Stockport Mayoral Development Corporation Makes Three High Profile Additions Its Board
Three exceptional private sector leaders appointed to the Stockport MDC Board.
Greater Manchester Mayor, Andy Burnham, and the Chair of the Stockport Mayoral Development Corporation, Lord Kerslake, today announce the appointment of three exceptional private sector leaders to the Stockport MDC Board.
Louise Brooke Smith, Debbie Francis and Simon Marshall will bring their industry-leading place-making, infrastructure delivery, and investment expertise to the Board and join Lord Kerslake, and senior leaders from Stockport Council, Homes England, and Greater Manchester Combined Authority in delivering the next phase of the MDC’s ambition for Stockport.
Louise Brooke Smith is a nationally recognised expert on planning and development having founded her own highly successful planning consultancy which she later sold to Arcadis whom she joined as Partner and national lead on strategic planning.
Louise is also well-known as the first female president of the Royal Institution of Chartered Surveyors and brings a unique perspective on master-planning, development, and regeneration with extensive experience of delivery with both public and private sector partners.
Louise said “I am delighted to be joining the MDC at this critical time when a collaborative approach to regeneration is fundamental to success. It takes vision, energy and a can-do attitude to bring about change and I’m looking forward to working with Andy Burnham, Lord Kerslake, the Board and the wider team at Stockport to see the renaissance of this significant area”.
Debbie Francis brings a stellar track record in infrastructure delivery having held senior roles with Enterprise Managed Services, Network Rail, and Direct Rail Services. Her financial and commercial background coupled with experience of large scale infrastructure projects and her passion for the North is second to none.
Debbie was awarded the 2019 UK Women of the Year ‘Woman with Edge’ award in recognition of her achievements and ability to bring about positive change.
Debbie added ”I am so excited to be joining this board. I love the North and believe passionately that any regeneration must be for everyone and not exclude anyone. The plans for the regeneration of Stockport Town Centre West are exciting and inclusive and I feel honoured to be able to play a part in this”.
As a former Joint Chief Executive of global developer Scarborough Group, Simon Marshall brings to the Stockport MDC Board his unparalleled development finance and investment expertise and cutting-edge industry knowledge from his current role as a strategic advisor to Legal and General Capital.
Simon’s passion for place-making, his exceptional understanding of institutional financing and investment structures, and his experience of delivering residential development in the North West market, give the Stockport MDC the senior strategic leadership on investment that it needs as it scales-up its delivery ambition over the coming years.
Simon said “This is an exciting time for Stockport and I am delighted to be joining the MDC to help drive forward the town centre regeneration. I am very much looking forward to working with my fellow board members, the executive team and the Leaders of the Council to ensure that Stockport realises its undoubted potential”.
These appointments come as the Stockport MDC marks its first anniversary and progresses scheme delivery with Capital & Centric, CityRise, and Investar while preparing an ambitious Infrastructure Delivery Plan and Investment Strategy for publication in the coming months.
Following on from the appointment of Lord Kerslake as Chair in January, the MDC’s ability to attract senior leaders to its board reflects Stockport’s regeneration track record, its enormous potential as a place to live, work, play and connect, and its leading role in delivering the Build Back Better agenda.
