Stockport Council's Substance Misuse Services rated outstanding by CQC Inspectors

MOSAIC Drug and Alcohol services described as “truly inspirational” with its work linking families, parents, carers, schools and children, in the latest report by the CQC

The specialist service, which prevents and reduces substance-related harm and promotes recovery for young people and families, received an overall rating of outstanding and was found to be highly responsive in terms of meeting client’s needs.

MOSAIC was rated outstanding in four out of five areas (the services being effective, caring, responsive and well-led), with “a great commitment towards continual improvement and innovation”.

The review, which was carried out in January this year, included a combination of an inspection visit, a review of all information available to Care Quality Commission (CQC) including information from patients, the public and other organisations. The report also found that the MOSAIC service has:

• Safe, with sufficient well-qualified staff to meet client’s needs and who are passionate about their work for MOSAIC
• A strong focus on working with families and young people, including client cantered and individualised care for whole families
• Many areas of outstanding practice relating to integrated schools provision, holistic family work, joint assessments and responsiveness, the emergency team pathway, child exploitation work, flexibility of service, specialised training delivery, trends monitoring and staff development
• Staff and peer mentors delivered a wide ranging number of standard and bespoke training to other agencies, including primary care staff, providers of care for looked after children, midwives and school nurses.

Brian Cranna, Head of Hospital Inspection (Mental Health) said: “We found a very caring service that planned and delivered care in a holistic yet individualised way, there were many examples of outstanding practice present here.
“There was some excellent work being done to improve the service’s understanding of people’s care needs, and supporting staff to deliver the best possible care through encouraging their development of new skills and knowledge. Whilst the service was using established and recognised best practice guidelines well, we found they were safely developing innovative practice to support people in a personalised way.
“The service was working well with other healthcare professionals and ensured a good continuity of care for those returning to an independent lifestyle. People were clearly involved in their care decisions, and felt safe, we received very positive feedback about the support being provided. A well-earned Outstanding rating, congratulations to everyone involved.”

Chris McLoughlin, Stockport Council’s Director of Children Services, said: “We are delighted to have been awarded an overall outstanding rating from the CQC at MOSAIC.

“The inspection rating demonstrates the values we hold at MOSAIC to quality service provision as well as being a testament to the hard work and dedication our team shows to the young people of Stockport.”

MOSAIC clients told the Care Quality Commission (CQC) that staff offered a range of appointments, and were flexible and discreet when arranging appointments, particularly in schools or when making contact.

Staff also offered appointments at alternative places such as the clients’ home or school if clients could not come to the service, as well as continuing to maintain contact and arranged sessions when clients were in residential treatment services and undergoing detoxification.
