‘5’ STAR success!
STAR commences 20/21 Municipal Year with a new Chair of its Joint Committee, Cllr Oliver Ryan the Executive Member (Finance and Economic Growth) from Tameside Council.
Cllr Ryan has reflected on the journey so far and is delighted to confirm the following:
"Firstly I would like to state that I am excited to be the new Chair of STAR Procurement. Tameside Council joined STAR in September 2018, as did Tameside CCG last year, and from the outset I have been impressed with the way STAR operates and the achievements they have made. Even under the current COVID-19 crisis, there are exciting plans for STAR over this next year and as the Chair I will be supporting them to achieve their ambitious vision”
2019/20 has been another successful year for STAR Procurement, our shared public sector procurement service in Greater Manchester serving Tameside, Trafford, Rochdale and Stockport Council’s as well as Trafford and Tameside Clinical Commissioning Groups.
Procurement is not always seen as an ‘exciting’ service but the results below speak for themselves and the recent events around the COVID-19 crisis, and particularly PPE, have demonstrated just how important procurement is.
Over this last year STAR has achieved nearly £7m of savings for their Partners, equating to a 4.2 times return on investment for the cost of the service to the founder Partners. At a time of relentless and increasing budget pressures, STAR has been able to continue to deliver increased savings year on year and has now delivered over £30million since it formed six years ago.
But STAR does not just focus on cost savings, it also looks to support our local communities through Social Value and maximising spend with local businesses, small businesses and the voluntary sector. Social Value is fully integrated into our procurement activity with a 15-20% average Social Value weighting achieved. STAR has secured 25% of contract value in Social Value in one year, equating to over £31m of Social Value to be delivered. Over half of this Social Value is being delivered by local organisations within Greater Manchester for our local communities within Greater Manchester. This really demonstrates that local action delivers local success.
