Responsibility for issuing and administering Education Penalty Notices in Stockport
In order to promote consistency and efficiency in administration, in Stockport all Education Penalty Notices will be issued by the LA on behalf of either itself, the police or schools.
This will ensure consistent and equitable delivery, maintenance of school-home relationships and allow cohesion with other support and enforcement processes.
The purpose of this code of conduct is to ensure that the powers in relation to Education Penalty Notices are applied consistently and fairly across the LA and that suitable arrangements are in place for the administration of the Education Penalty Notice scheme. All Education Penalty Notices shall be issued in accordance with this code of conduct.
Within Stockport Council, Stockport Family has the lead responsibility for enforcing school attendance and for issuing Education Penalty Notices.
The LA is responsible for consulting on the overall administration of the scheme. The LA consulted with schools and the police before issuing this Code of Conduct.
It is for the local Authority to make such arrangements as it sees fit for aspects of the operation of the scheme not provided for in this code of conduct.
