Timescales and approach
Stockport Town Centre East Strategic Regeneration Framework (SRF) sets out a 15-year vision, recognising that the proposals and interventions put forward within this framework will take time to deliver. Whilst Stockport Council can bring forward land within its’ ownership, the area also includes a wide range of stakeholders, landowners and occupiers that the council will need to work in collaboration with, to bring about positive and transformational change.
Delivery will require a well-informed strategy for land assembly, infrastructure and public realm investment, communication and engagement. Delivering the extent of land-use change proposed in the SRF will require extensive collaboration across public and private sector organisations at the national, regional and local level, ensuring that collective skills and resources are harnessed.
The SRF establishes the expectations for the Town Centre East area in terms of quality of design, delivery, broad uses, typologies and tenures, public realm, movement and connectivity and ensures alignment across adopted local and national planning policy whilst ensuring proposals are market-leading and fit for existing and future population of Stockport. The SRF provides a vision and a route map of how the vision can be achieved, ensuring a coherent, joined-up approach to development for the next 15 years and beyond.
Given the size of the area and extent of intervention proposed, it is recognised that sites will need to be prioritised and appropriately phased to ensure investment and resource is targeted. A phasing strategy therefore will need to consider several factors including land ownership status, timing of wider infrastructure investment and delivery, wider development and active planning permission/ consents and development viability.
