Commissioning is the process by which services are planned, purchased and monitored. The Care Act 2014 sets out the duties for local authorities to facilitate a diverse, sustainable high-quality market for their whole local population and to promote efficient and effective operation of the adult care and support market.
The Commissioning Strategy sets out the priorities for adult social care services over the next 5 years. It describes how we are going to undertake our commissioning work to make sure that services are available to meet the needs of local people, supporting them to live healthy and happy lives. It underpins delivery of the adult social care vision.
The Commissioning Strategy is supported by the second edition of the Market Position Statement.
The purpose of the Market Position Statement is to help create a common understanding of the local care market. It covers the need and demand for care, and commissioning intentions to enable the effective design and delivery of services for people that need care and support now and in the future. Its primary purpose is to encourage current and perspective providers of services to align their services with the council's strategic goals and plan their business development accordingly.

Adult Social Care Annual Cost of Care and Market Sustainability Plan
The adult social care annual fee setting programme supports the Commissioning Strategy and Market Position Statement. In 2023 as part of the adult social care reforms all councils undertook a detailed exercise and you can read about the Stockport approach.
