Chaperone licences

When a child of compulsory school age takes part in public performances or entertainment under a licence issued by the local authority, there's a legal requirement that they must be supervised by an approved chaperone, unless they're under the direct supervision of a parent or the teacher who would ordinarily provide the child’s education.

The chaperone protects, safeguards and supports the child, as well as making sure that the experience that the child gains from taking part in the performance is beneficial and enjoyable. Applications for a Chaperone Licence must be made to the local authority in whose area the prospective chaperone lives.

To be registered as a chaperone, you must have a DBS check, formerly known as a CRB check. This is a check of a person’s criminal convictions and cautions which is undertaken by the Disclosure and Barring Service. This must be issued by Stockport Council unless you're already registered with the DBS update service.

How to apply

You must contact the child performance licensing department at the local authority that you live in to request an application form. The application process is complex and can take up to 12 weeks. You should make sure that you submit your application well in advance of the time you need the chaperone approval.

As part of the application process, you'll need to:

  • complete a DBS check with Stockport Council, or hold a DBS certificate issued by Stockport Council's DBS team
  • provide 2 referees (for new applicants)
  • have an interview
  • complete an online level 1 safeguarding course

From January 2025, a non-refundable administration charge of £20 must be paid before you submit your application. For professional licences, an additional fee will be charged by the DBS team if a DBS check is required.
