Key progress 2023 to 2024
Carbon literacy
115 officers and members received carbon literacy training this year, totalling 303 trained. Post-training, participants felt more knowledgeable and empowered about climate action.
In 2023, Stockport's Planning and Building Control service became England's first carbon literate local planning authority.
In 2024, the Technology service became the council's second fully carbon literate team.
Green Libraries working group
Stockport Libraries are leading the regional Greater Manchester Libraries Task and Finish Group for Climate. This new role has inspired actions such as:
- reducing greenhouse gas emissions in buildings
- reducing greenhouse gas emissions from vehicles
- creating community gardens
- engaging residents
Transitioning to a zero-emissions fleet
Over the past year, Totally Local Company (TLC) has worked to reduce greenhouse gas emissions from their vehicle fleet and operating site at Endeavour House.
A report from Logistics UK on decarbonising the fleet will guide TLC's future vehicle procurement strategy.
Measuring and monitoring our greenhouse gas emissions
This year, we've made changes to how we collect data to monitor our greenhouse gas emissions. These changes have been made to improve processes and align with external data holders.

Improving the sustainability of our supply chain
We're implementing a strategy to reduce greenhouse gas emissions in our £300 million supply chain. Bidders must now show a credible plan to cut emissions by 2038 and report emissions related to their contracts.
To help local businesses adapt, we're developing support initiatives like the Carbon Literacy for Business program. Collaborating with suppliers, we aim to reduce borough-wide emissions and showcase Stockport as a hub for green innovation and investment.

The Climate and Environment portfolio holder completed UK100 Leadership training.
Stockport Council’s involvement in the Greater Manchester 5 Year Environment group led to other councils adopting our Schools Climate Assembly model for youth climate debates.
