Greenhouse Gas Emissions

The Government is requesting that each local authority publishes its own greenhouse gas emissions report locally on its own website. This is to support the localism agenda by ensuring local authorities are accountable to their local people for their greenhouse gas emissions.

Stockport Council signed up to be part of the Local Authority Carbon Management Programme in 2005 and was successful in being chosen to participate in the first full implementation year of the programme.

Since then the Council has made good progress in implementing the carbon reduction opportunities identified. This resulted in a 16% reduction in its operational carbon footprint by 2010, against a 2000 baseline.

The Carbon Trust has since provided further support to the Council so that it can review progress and develop a new Carbon Management Plan for the next 5 years. The aim of the current programme is to set out how the Council will achieve a further 15% reduction in carbon emissions by March 2015.

  3. Change in emissions:  The significant reduction in the CO2e from waste disposal is as a result of the introduction of new recycling services and subsequent increase in recycling rates.
  4. Approach: We have followed the Government’s guidance (‘Guidance on how to measure and report your greenhouse gas emissions’, Defra) on how to measure and report greenhouse gas emissions.
  5. Organisational boundary (data collected):  We have used the financial control approach to determine the activities on which we have collected data i.e. we are collecting data on activities for which we direct the financial and operating policies.

Operational scopes: We have measured our scope 1 (emissions released by activities owned or controlled by our organisation), scope 2 (Emissions released into the atmosphere associated with our consumption of purchased electricity, heat, steam and cooling) and significant scope 3 (emissions that are a consequence of our actions) emissions.

  8. Base Year: Our baseline year is 2009/10.
  9. Targets: The aim of the current programme is to set out how the Council will achieve a further 15% reduction in its scope 1 and 2 carbon emissions by March 2015.
