Pupil Support and Inclusion Services

Pupil Support and Inclusion Services bring together a range of professionals working with children and young people across Stockport.

It is focused on the development of integrated, multi-agency services to be delivered via a locality-based model. The work undertaken will cover the development of Children's Centres, Extended Schools, the 10 Year Childcare Strategy and the 'Youth Offer' - along with any other related areas of policy and practice that subsequently emerge locally or from Central Government.

At this time the project is focusing on the following areas:

  • sharing the principles that will underpin the development of locality-based services
  • setting out a strategic timeline for what has to be done and by when
  • undertaking a comprehensive provision and service demand mapping exercise
  • producing a commissioning framework, particularly to guide the development of 'wrap-around' services
  • preparing proposals for the definition of localities, including possible locations for the next rounds of Children's Centres and Full Service Extended Schools

The multi-agency team will advise on these developments, ensuring that the views of all stakeholders are considered. The purpose of this way of working is to:

  • have more accessible services where they are needed
  • prevent social and educational exclusion and improve support to parents
  • integrate services for vulnerable groups
  • safeguard and promote the well-being of Stockport's children and young people

This is a long term project and it aspires to make significant improvements to the coordination and integration of services, staff and funding streams to ensure that the Stockport Six are delivered for children from birth through to adulthood. 


Alternate Education Provision
Local Authorities must offer suitable education at school, or otherwise, for pupils of compulsory school age who are otherwise out of school and/or not gaining qualifications. Children and Young People's Psychology Service
The Stockport Children & Young People’s Directorate Psychology Service delivers a high quality service to Stockport children and young people, in partnership with parents, carers, and professionals. Children in Entertainment
Information on legislation which governs performances by children. It is the aim of Stockport Education Welfare Service, on behalf of the Local Authority (LA), to safeguard the health, development and education of children and young people of compulsory school age who are “in entertainment”.

Education of Sick Children
Stockport Council's Policy for the Education of Sick Children, and contact details for the Home and Hospital Teaching Service. Each Local Authority has a statutory duty to make arrangements for the education of pupils who are unable to attend normal full-time schooling for medical reasons. Also included is a link giving details of School Supervised Medication procedures.

Education Welfare Service
The Education Welfare Service is responsible for school attendance and welfare related matters including Child Employment, Children in Entertainment, Child Protection, Elective Home Education, Looked After Children, Prosecutions, Children Missing Education, Travelling Families and Truancy Sweeps.

Educational Support for Children in Care (CIC)
Safeguarding and promoting the education of children and young people in public care. Children and young people that are placed in the care of the Local Authority either voluntary or on a care order can live in a range of settings including foster care, residential children's home, with relatives or at home with their parents.

Ethnic Diversity Service
Information on the Ethnic Minority Achievement Team which works in partnership with schools to raise the attainment of minority ethnic pupils and those with English as an Additional Language; Stockport Interpreting Unit which provides interpreting and translation services, and interpreter training courses; Race Equality Team which provides cultural talks, demonstrations and training for schools and organisations; Traveller Education Service; Bilingual Teaching Assistants and training courses.

Language Support
We provide specialist English language teachers who work in partnership with schools to meet the needs of all pupils from minority ethnic backgrounds including those from Gypsy/Traveller, refugee/asylum seeker and African-Caribbean families, as well as pupils developing English as an additional language.

Learning Support Service
The Learning Support Service is a specialist teaching service which provides assessment, teaching, support, advice and resources for students with special educational needs.

Portage Service
It is widely recognised that the most effective way of helping young children is to reinforce their parents’ confidence in their own abilities. Portage recognises and respects the pre-eminent role of parents in their children’s care and development; understands the need to provide psycho-social support for parents in a holistic sense so as to enable their independence and self efficacy and to optimise the all round care of their children

SEN and Disability Support
Children with special educational needs all have disabilities that make it harder for them to learn than most children of the same age. These children may need extra or different help and support. The Government's strategy for Special Educational Needs (SEN) was launched in February 2004. It sets out the Government's vision for enabling Children with SEN to realise their potential.

Sensory Support Service
The Sensory Support Service support children and young people who are deaf or have visual impairment and their families from age 0 – 19 years.
