The Local Government and Involvement in Public Health Act 2007 gave Council’s the power to hold Community Governance Reviews into the arrangements for representing local people and ensuring that their voice is heard as part of making decisions about local services.
In April 2010 two petitions were received by the Council from residents in Offerton requesting abolition of the Offerton Park Parish Council.
The petition was signed by approximately 14% of the electorate of the Parish Council. Under the Provisions of the 2007 Act the Council are required to respond to this petition by carrying out a Community Governance Review.
The Council Meeting agreed the Terms of Reference of the Review (PDF 35Kb) at its meeting on 1st July 2010. The Terms are available to view by following the link on the right.
At its meeting on 11 August 2010, the Community Governance Review Committee considered the feedback from residents and businesses (PDF 978Kb) as part of the initial consultation (which ran from 5 to 26 July) and have agreed that a second round of consultation seeking view on the following options:-
- Abolish the Parish Council
- Keep the Parish Council as it is
- Change the Parish Boundary
- Reduce the boundary
- Extend the boundary

The Review Team wants to hear from as many residents and other groups as possible and will be undertaking a range of activities to engage people.
There will be a series of drop-in sessions throughout the consultation period where people can come along to ask questions and voice their views on the draft proposal.
The first series of drop-in sessions will be held at locations in and around the parish (details below). Several forums will also be held to discuss these options and the dates, times and locations will be communicated to Offerton residents once confirmed, with details appearing on this web site.
The second round of consultation will run from 23 August until 20 October 2010.
