Stockport Council is responsible for the licensing of Hackney Carriages (Taxis), Private Hire Vehicles, Taxi drivers, Private Hire drivers and Private Hire Operators.

Online booking for vehicle tests and surgery

From 5th October 2015 all vehicle test bookings, payments and surgery appointments are booked online. 

If you are struggling to use the online system, there are computers available at Fred Perry House reception and staff who will be able to assist you. There are also computers available at all local libraries.

Online vehicle test booking

You need to book and pay for all vehicle tests and retests via the online booking system.

The online system means that you won’t receive a pre-booked date for vehicle tests through the post. The vehicle test will be paid for at the time of booking online, it will no longer be part of the renewal fee application.

Already have a vehicle test booking?

If you already have a vehicle test arranged, you don’t need to do anything. If you need to rearrange or cancel this booking you will need to contact Taxi Licensing Business Support who will do this for you.

Making an appointment for a vehicle test

For new vehicle tests You will need to make an appointment in surgery. At this point a vehicle test booking will be made for you and payment taken.

For all other vehicle tests You will have been issued with a unique vehicle reference number. You will not be able to book a test without it, so please keep it safe.

The reference number cannot be given over the phone, should you lose it you will need to come in to a drop-in session in surgery and provide ID to obtain it.

Please note, it is your responsibility to ensure that you book the correct vehicle test type and within the required timescales and mileage. Your vehicle will be turned away from the test centre if it is presented for test outside of these parameters.

Failure to ensure that your vehicle has passed the test by these dates will result in either the suspension of your vehicle or expiry of your licence. This will mean that the vehicle will not be licensed and you will commit a criminal offence if you use it for licensed work.

Guide to future test due dates

You will need to familiarise yourself with your 6 month test due date and the date of expiry of your licence. We have developed a 'Guide to Vehicle Test Due Dates' which gives the 6 and 12 month test due dates based on the issue date of the licence. You can view this guide in the Related Documents section.

You must take into account any weekends or bank holidays when calculating your due dates. If the due date falls on a weekend or bank holiday you must ensure that the vehicle has passed its test before that time.

Surgery sessions

Completed applications should be submitted in person during one of our Taxi Licensing Surgeries at Fred Perry House.

Drop-in sessions will be available for the first 30 minutes when surgery opens and is run on a strictly first come, first served basis. You will need to get a ticket from reception for the drop-in session.

During the drop-in session you will be able to:

  • Bring documents in for scanning (Personnel Checks)
  • Collect plates
  • Obtain your vehicles unique reference number (which enables you to book vehicle tests online). You will need to produce ID in order to obtain this.

Appointments will begin directly following the drop-in session and so we are unable to continue after the 30 minute window – anyone still waiting will have to attend the next available drop-in session. 

Bookable Surgery appointments
You will not need a reference number for making surgery bookings and will no longer need to queue up at reception for a ticket, please take a seat and wait to be called.

You can book a surgery appointment up to six weeks in advance. The table below details the type of booking that can be made and the length of time allocated for each.

Renewal (Driver, Vehicle, Badge) 10 Minutes
Important Appointments are restricted to the allocated time period and type of appointment that you have pre-booked. If you wish to discuss any other matters, you will need to make another appointment online.
DBS check/application

The Licensing Team no longer process DBS applications. We have entered into a partnership arrangement with Personnel Checks, who will be undertaking this service on our behalf. 

The DBS fee is no longer included in the cost of the Licence and is now payable direct to Personnel Checks along with an administration charge.  Payment can be made by card by telephoning Personnel Checks on 01254 355665 or in person at their offices in Accrington.

Why have we developed an online booking system?

There are a number of benefits to you as a licence holder including:

  • We understand that as a licence holder your time is precious, so we have developed a simple and straightforward booking system to reduce the amount of downtime spent booking appointments, telephoning Taxi Licensing and waiting to be seen in reception.
  • If you have made a surgery appointment you will no longer have to queue up for a ticket at reception or wait around in surgery to be seen by Taxi Licensing.  You can choose an appointment time which is convenient to you.   You will still have the option of dropping into surgery during certain times for certain matters.
  • You will no longer have to wait to be allocated a vehicle test slot or be required to ring to confirm an appointment.  You will be able to book the appointment in advance at a time and date convenient to you.
  • You will receive confirmation emails at the time of booking so you will always have a record of the appointments that you have made or amended.
  • You will be able to use the booking system at any time of the day or night to amend an appointment or book and pay for a vehicle retest.  This means you won’t have to wait for normal office hours in order to do so.
  • The booking system can be used on smart phones or tablets so that you can use the system during downtime whilst waiting for jobs.
