Second Adult Rebate is another way to help you pay less Council Tax. It is not based on the money you have, but on the money other people who live with you have.You may be able to get it if there are other people living in your home who are on a low income.
Who can be a second adult?
A second adult is somebody who is 18 or over, who is living in your household on a non-commercial basis. A second adult can be:
- an adult son or daughter
- a relative
- a friend
A second adult cannot be:
- a partner
- anybody under 18;
- a joint owner or joint tenant
- a person who is disregarded for council tax purposes such as a student.
- Anybody paying rent for their accommodation on a commercial basis for example a tenant or a boarder
How much second adult rebate can I get?
The maximum amount that can be awarded is 25% of your Council Tax bill. If you have more than one second adult then we will use their combined gross income in the calculation.

How to apply
The quickest and easiest way to apply is to use our on-line claim form. If you only wish to claim Second Adult Rebate you will be directed to the relevant pages.
You cannot get Council Tax Benefit and Second Adult Rebate at the same time. If you qualify for both, we will give you the one that will reduce your Council Tax the most.
Changes in Circumstances
You must let us know of any change in your circumstances immediately.
Examples include:
- Changes in the membership of your household, and;
- Changes in second adult(s) income.
You must still pay your bill while your application for benefit is being considered. If you are successful you will be entitled to a refund of any overpaid Council Tax.
